can be done with almost any camera, just is a lot easier with dslr cameras or even digital with plenty of settings. main criteria for shots like this would be to have a camera that can have an aperture greater than f/8..otherwise ND filters will absolutely be needed to darken the light hitting the sensor so you can have longer exposures. looks like you have a olympus FE26..will say its not going to be easy at all to achieve long exposure images with that camera..though it is possible! might try a play around with water from a faucet and put tinted glass or plastic..such as sunglasses..and play around to see if you can get some long exposures that way

I've been enjoying your black and white falls shots, but I must say I love this lush, deep color. The little surprises of sunlight here and there make this an incredible experience. This is one of my favorites.
