can be done with almost any camera, just is a lot easier with dslr cameras or even digital with plenty of settings. main criteria for shots like this would be to have a camera that can have an aperture greater than f/8..otherwise ND filters will absolutely be needed to darken the light hitting the sensor so you can have longer exposures. looks like you have a olympus FE26..will say its not going to be easy at all to achieve long exposure images with that camera..though it is possible! might try a play around with water from a faucet and put tinted glass or plastic..such as sunglasses..and play around to see if you can get some long exposures that way
